Potential Private Adoption

Hi there… I am trying to find out a couple of things. There might be a private adoption situation that we might be considered for. The bio father is caucas. the bio mother is 1/2 or 1/4 Indian. She doesn’t receive benefits…does this child need to be cleared from the ICWA? Can that be done prior to the birth? Is there a rule like 1/16th and they don’t have to be cleared-anything like that?
